Why is the Service Agreement needed?
The Parochial Church Council (PCC) has a legal obligation to comply with the Church of England's safeguarding requirements. This includes:
- Keeping track of the safeguarding status of church volunteers and employees.
- Creating Role Descriptions and Person Specifications.
- Tracking the safer recruitment of new volunteers.
Clearly Simpler provides a Safeguarding Hub that aims to make these tasks simpler.
The Service Agreement sets out the responsibilities of both the provider and users of a Safeguarding Hub. In particular, it helps to ensure that any data processing complies with the UK's General Data Protection Regulation (GDPR).
The role of a Hub Owner
The PCC or Standing Committee must confirm the appointment of at least one Hub Owner for their Safeguarding Hub.

Once their appointed has been confirmed, a Hub Owner can accept the Service Agreement on behalf of the PCC.
When can the Service Agreement be accepted?
From 1 September, a new feature will be added to the Safeguarding Hub. This will allow a Hub Owner to accept the Service Agreement on behalf of the PCC.
At the end of October, a reminder will be sent to any Hub Owners that have not yet accepted the Service Agreement.
At the end of November, a further reminder will be sent to any Hub Owners that have still not accepted the Service Agreement. Access to their Hub will be temporarily suspended, but it will be restored as soon as the Service Agreement has been accepted.
