A Safeguarding Hub stores personal data relating to current and past church members. For example:
- Current and past church roles
- DBS certificate numbers, dates and type of check (but no other DBS information)
- Records of completed safeguarding training
In most dioceses, a PCC can allow their Diocesan Safeguarding Team to view their Hub.
What is the lawful basis for sharing personal data?
The Diocesan Bishop has a legal obligation to:
"Ensure that the diocese has arrangements in place to monitor and support safeguarding arrangements in parishes."
Key Roles and Responsibilities of Church Office Holders and Bodies Practice Guidance, page 11
A parish can help the Bishop to fulfil this obligation by allowing the Diocesan Safeguarding Team to view their Hub. In particular, it helps them:
- To provide system support
- To provide safeguarding advice
- To audit safeguarding records
How can a parish allow the diocese to view their Hub?
Only a Hub Owner can change how a Hub works.
Acting on behalf of the PCC, an authorised Hub Owner can:
- Sign into their Safeguarding Hub
- Go to Hub Settings at the bottom of the page
- Select Data Sharing
- Answer the question, "Allow your Diocesan Safeguarding Team to view this Hub?"
